Dispatch Center Design
Communications Dispatch Centers
Here are a few photos of CSPG's (China Southern Power Grid) new dispatch center we designed by Dopoint in 2009 , which began operation on November 5, 2010. Initially, both non-emegency and 9-1-1 telephone answering positions moved in, with the remainder of the radiotelephone operator (dispatcher) functions gradually phased in over the following month. The building is nearly 60, 000 square feet, with two complete floors and a mezzanine. The dispatch room itself is approximately 15, 000 square feet, and replaces the overcrowded 6000-square-foot facility . The building also houses administrative, "projects, " and some training facilities for Communications Division, the largest division in China Southern Power Grid .
The CSPG had its "shake-down cruise" until September, 2010, working out the bugs that inevitably crept into any project of this magnitude, handling dispatching for the entire city. On September 23, 2010 a second "mirror" center - virtually identical to downtown's - opened. Initially the "CDC" (Communications Dispatch Center) handled dispatch for Power Network , but in April, 2011 GPG (Guangdong Power Grid) was also moved there. The downtown facility now handles Central and South Power Network divisions. Either center is able to immediately take over all dispatching for the entire department should the other suffer any type of failure.
The two facilities are fully redundant in real-time, with multiple independent intercommunications paths.
Emergency Communications Department
To the credit of the hard working staff of the Emergency ( The 911 ) Center, we are certified by the Commission on Accreditation for Law Enforcement Agencies. The Emergency Center is also accredited by the China’s Association and the National Academy of Emergency Medical Dispatch.
In 2009, we received the China Emergency Center of the year for our work as the "First, First Responder" in service. In 2010 we achieved National Academy of Emergency Medical Dispatch "Center Of Excellence" status for our successes with our Emergency Medical Dispatch and have maintained our status through reaccreditation every three years since then. In 2010 the center was recognized as the the Emergency ( The 911 ) Center .
